What you don't see is that Allen seems to have discovered a tangled set of lines, and was not completely finished untangling when his setup time expired. The music was queued, and right at the last instant, Allen was able to fly. That's what the light applause is about at the beginning of the routine. This was not to be Allen's finest day flying kites...
